Yes. The patriarchy-controlled-rape-culture has been around for only several thousand years. Before that, for around 100,000 years, or more, smaller groups of people were more egalitarian and almost always matriarchal.

Some isolated groups are still not a part of the dominance hierarchy.

Patriarchy is a dominance-control system where control is exerted by forcing those who are “lower” in the system to comply with the rules, spoken or assumed.

Upsetting that system is a tall order. People with power are loathe to give it up.
